PhD in Management from the University of Évora. He has developed research projects in Management and Public Health, with a total of 160 publications and the scientific managing of 49 projects. The largest involved the coordination of 15 teams in 12 European countries over 2 years with international funding exceeding one million euros. He has 13 books and 10 book chapters. First author of several State Reports in Portugal and other countries and for the Court of Communities.

He is President of the Commission for Quality in Health and was President of an International Scientific Society. He is currently on the Senior Board of the European COVID Task Force on Public Health.

Co-author of 6 International Declarations for Human Rights and Ensuring Access to Health Care.

He received awards and decorations for his scientific activity, both national and international.
