Professor Associado Convidado da Faculdade de Ciências Humanas (FCH) da Universidade Católica Portuguesa (UCP). Atualmente leciona ‘Integração Europeia’ na FCH e ‘Economia Política da Integração Europeia’ na Católica Lisbon School of Business and Economics. Anteriormente, lecionou no Departamento de Economia da FCH/UCP, no Instituto Nacional de Administração (também Professor Coordenador Nacional do Programa de Internacionalização e Integração Europeia, 2004-2011) e na Universidade de Aveiro (Professor Associado Convidado) e foi Diretor Executivo e Diretor Adjunto do Centro e Instituto de Estudos Europeus da UCP (1991-98), onde também coordenou o Programa de Mestrado e a Investigação do Centro/Instituto. Foi Visiting Senior Fellow em Economia Política Europeia na London School of Economics (2014-19) e Academic Visitor e Visiting Fellow na Universidade de Oxford (2012-2019), onde foi também PEFM Associate e Santander Fellow. Além disso, foi investigador em Economia no Instituto Universitário Europeu (IUE) em Florença (programa de doutoramento, 1986-89), tendo-se tornado o primeiro Robert Schuman Fellow da Comissão Europeia no CEPS de Bruxelas em 1989/90, regressando mais tarde ao IUE como Visiting Fellow no Robert Schuman Centre for Advanced Studies. Lecionou também na Universidade de Victoria, Canadá, na Universidade de Roma II (Tor Vergata) e no King's College London. Publicou numerosos artigos em revistas científicas e 15 livros sobre Política Económica, Economia Política e Integração Europeia. É mestre (MA) em International Affairs pela Johns Hopkins University (SAIS), mestre em Economia pela Faculdade de Economia da Universidade Nova de Lisboa, e doutorado em Economia Política Europeia (Estudos Europeus – Dominante Económica) pela UCP, Lisboa, e foi post-doc fellow na Universidade de Oxford.
